We are engaging the community on the topic of Short-term rentals

In November of 2021, the City began researching ways to fairly address concerns of the community around short-term rentals (STRs). As part of this research, the City is conducted community engagement throughout June and July of 2022. Input from the community has been critical to helping City Council and staff understand how best to address the topic.

Our goal was to collect input from a wide variety of community members. This input was used to inform the final recommendation from City staff to the City Council on how best to address community concerns.

There were two primary ways that the City collected input:

Online Questionnaire: Community questionnaire developed to solicit opinions from a wide variety of community members.

In-Person Community Conversations: In-person facilitated conversations between small groups of community members. Held on July 6 at 7:30 am and 6:00pm at the Ute Pass Cultural Center.

    Recap of City Council Work Session held on January 4, 2024:

    City Manager Aaron Vassalotti reviewed with Council that Legacy Exemptions are currently in place for short-term rentals through December 31, 2024. The Moratorium is also in place through April 1, 2024, which prohibits any new business licenses from being issued for short-term rentals.

    After discussion, the Mayor and Council decided to schedule another Work Session to discuss amending Title 5, developing Good Neighbor Guidelines, and issuing new business licenses for Short-Term Rentals in the future. Date is TBD

  • Project Update #20 - City of Woodland Park Special Election Results

    The (unofficial) City of Woodland Park Special Election results are in! Thank you to our City Council, election volunteers, City staff, Greater Woodland Park Chamber of Commerce, Preserving Neighborhood Character in Woodland Park, Protect Woodland Park Property Rights, and all the many passionately vested community members. The 2023 Special Election was an Election by the people, for the People. Your voice on regulating short-term rentals in our community was heard through your vote.

    At the regularly scheduled City Council meeting on September 21, 2023, Ordinance No. 1460, Series 2023, an Ordinance on initial posting of the City Council for the City of Woodland Park, was considered to extend the temporary Moratorium on submitting, accepting, processing, and approving applications for short-term rental licenses, and passed on initial posting by unanimous vote. The passing of Ordinance 1460 series 2023 extends the Moratorium through April 1, 2024.

    As a result of a successful petition from the Citizen’s Initiative group, during the October 5, 2023 City Council meeting, the Council was faced with a decision to either adopt Ordinance 1461, or set the matter for a Special Election. Council did not approve the Ordinance.

    The failure to adopt Ordinance 1461 led to the approval of Resolution 907, officially declaring a Special Election for Woodland Park constituents and approving the official ballot title. Additionally, Council approved Resolution 908, securing placement for Ordinance 1462 on the ballot in December, creating conflicting considerations by way of two questions. The Special Election date is set for December 12, 2023.

    At the regularly scheduled City Council meeting on September 21, 2023, was the consideration of Ordinance No. 1460, Series 2023, an Ordinance on initial posting of the City Council for the City of Woodland Park. Ordinance 1460 was a consideration to extend the temporary Moratorium on submitting, accepting, processing, and approving applications for Short Term Rental Licenses, and set the public hearing for October 5, 2023. City Attorney Geoff Wilson stated that extending this Moratorium through April 1, 2024, allows for preparation and planning during the interim period leading up to and following the Special Election.

    Ordinance 1460 passed on initial posting by unanimous vote, setting the public hearing for October 5, 2023.

    At the July 6, 2023, regularly scheduled City Council meeting, Council had the first reading of the new STR Ordinance 1455. Ordinance 1455 is an Ordinance of the City Council for the City of Woodland Park, Colorado amending titles 5 and 18 of the Woodland Park Municipal Code, concerning business regulations and zoning, to license and regulate short-term rentals.

    A public hearing has been set for October 5, 2023, at 6:30 PM in City Council Chambers.

    At the March 16, 2023 Regular City Council meeting, Council considered Ordinance 1443, an ordinance extending the temporary moratorium on the submission, acceptance, processing and approval of new applications for all business licenses for Short-term Rentals to December 31, 2023. The motion passed unanimously.

    The public hearing is scheduled for the April 6, 2023 Regular City Council meeting.

    At the work session on March 2, 2023, City Council discussed next steps for a short-term rental ordinance in Woodland Park. The outcome of that meeting was direction to city staff to conduct more research on the topic, including data on current short-term rentals operating in city limits, and bring that data back to Council.

    At the next regular City Council meeting on March 16, the Council will decide whether or not to extend the moratorium on new business licenses for short-term rentals until the end of 2023. The current moratorium will end on June 30, 2023.

    Sidenote: We have gotten a lot of records requests specifically for a full list of all short-term rental properties within City limits that currently possess a business license. This is public information. To reduce staff time and make it easier for our customers to access this information, we have added that full list to the Short-term Rentals Project page.

    At the February 16 Regular City Council meeting, Council repealed Ordinance No.1431, an ordinance regulating short-term rentals in the City of Woodland Park.

    City Council will reconvene during a work session tentatively scheduled for 5:00 pm on March 2, 2023 to discuss next steps.

    The protest period for the petition repealing Ordinance No.1431 has concluded as of February 8, 2023. The period concluded without a successful protest.

    The petition to repeal Ordinance No. 1431 was deemed sufficient on January 23, 2023. At the next City Council meeting on February 16, the Woodland Park City Council shall either repeal Ordinance No. 1431, or allow registered voters in the City to vote on the repeal of the ordinance by way of City election, paid for by the City of Woodland Park.

    On January 23, 2023, City Clerk of the City of Woodland Park, Suzanne Leclercq, MMC, deemed a petition repealing Ordinance No. 1431 as sufficient. The Woodland Park City Council shall either repeal Ordinance No. 1431, or open the repeal of the ordinance to the community by way of City election, paid for by the City of Woodland Park.
